If you, or someone you know, needs help paying for heating costs, a program called "Low Income Home Energy Assistance Program" -- LIHEAP, or HEAP for short -- may provide relief. The U.S. Department of Health and Human Services Administration for Children and Families provides funds to each state, which in turn allow states to help homeowners on low incomes manage heating costs. Enrollment periods apply; funds are not available year round.
