If you, or someone you know, needs help paying for heating costs, a program called "Low Income Home Energy Assistance Program" -- LIHEAP, or HEAP for short -- may provide relief. The U.S. Department of Health and Human Services Administration for Children and Families provides funds to each state, which in turn allow states to help homeowners on low incomes manage heating costs. Here are a few highlights of most HEAP programs:

	Enrollment periods apply; funds are not available year round.

	Some states have online application forms.  See New York and Pennsylvania, for example.

	Some state programs also offer subsidies for weatherization assistance. These may be available year round.
